Full Job Description

GENERAL DESCRIPTION: Under administrative direction of the Board of Ashland County Commissioners, the EMA Director is responsible for planning, organizing, and directing the Emergency Management programs for the jurisdiction as well as acting as the community’s representative on all Emergency Management matters.

QUALIFICATIONS: An example of acceptable qualifications: Possession of an Associate’s degree or higher from an accredited college or university; two (2) or more years of related supervisory work experience and/or training; or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities in the Emergency Management Agency field

LICENSURE OR CERTIFICATION REQUIREMENTS: Must possess a valid Ohio driver’s license and maintain insurability under the County’s vehicle insurance policy; must obtain and retain any additional licensure and certification established by the Ohio Emergency Management Agency pursuant to O.R.C. 5502.25 and O.A.C. 4501:3-5-01; must swear to oath required under ORC 5502.34.

INHERENTLY HAZARDOUS OR PHYSICALLY DEMANDING WORKING CONDITIONS: The employee has exposure to chemical compounds found in an office environment (e.g., toner, correction fluid, etc.); works in the vicinity of floor or wall openings, elevated platforms, and/or runways; ascends and/or descends ladders, stairs, or scaffolds; works in an area in which the means of egress is or can be obstructed; works on and around powered platforms and/or vehicle mounted platforms (e.g., manlifts, etc.); is exposed to environmental conditions which may result in injury from fumes, odors, dusts, mists, gases, and/or poorly ventilated work areas; is exposed to possible injury from extremely noisy conditions above 85 db. (e.g., emergency vehicles, etc.); is exposed to possible injury from radiation; is exposed to possible injury from hazardous gases, chemicals, flammables, or air contaminants; is exposed to possible injury from hazardous waste; is exposed to possible injury due to unclean or unsanitary conditions; is exposed to possible injury as a result of electrical shock; is exposed to possible injury as a result of working with moving mechanical parts of equipment or machines (e.g., emergency equipment, etc.); is exposed to possible injury from explosions; is exposed to possible injury as a result of falling from high places; uses or works in proximity to the use of firearms; works in or around crowds; has contact with potentially violent or emotionally distraught persons; has exposure to potentially vicious animals; has exposure to life-threatening situations; has exposure to fire; has exposure to hot, cold, wet, humid, or windy weather conditions; has exposure to extreme non-weather related heat or cold; has exposure to hazardous driving conditions; has exposure to shaking objects or surfaces; has exposure to second-hand smoke; this is considered light work and the employee must demonstrate the ability to perform the physical demands required of the position in accordance with the U.S. Department of Labor’s physical demands strength ratings.

In cases of emergency, unpredictable situations, and/or department needs, may be required to lift, push, pull, and/or carry objects heavier than D.O.L. strength ratings recommend.

JOB DESCRIPTION AND WORKER CHARACTERISTICS:

ESSENTIAL FUNCTIONS OF THE POSITION: 

 (1) Determines county emergency management needs; administers program budgets; coordinates county disaster services and related activities; coordinates county programs with state and federal agencies; researches and analyzes local hazardous materials to evaluate risk; researches and analyzes available resources for use in emergencies; coordinates and maintains emergency planning resource manual for the county; maintains standard operating procedures/guidelines; identifies and secures potential disaster shelter facilities and resources; prepares information utilizing location of disaster shelter facilities and resources; maintains emergency operations center in a state of readiness; develops operation plan for emergency operations center; coordinates emergency plans for community centers; promotes and maintains disaster training program; operates specialized equipment; administers the cooperative agreement between FEMA/OEMA and Ashland County; prepares and maintains reports, including: Comprehensive Cooperative Agreement for FEMA & fiscal reports; serves on Local Emergency Planning Committee; updates Board of County Commissioners on status of county emergency; prepare and submit grants for the purpose of securing state or federal money, equipment, etc., to meet the municipalities emergency preparedness needs.

 (2) Offers and conducts ongoing training to personnel and volunteers; participates in NIMS training; stays up to date on NIMSCAST; provides public information on preparedness and awareness for County citizens and first responders; collaborates with and oversees various groups and programs (e.g., Ohio Special Response Team, Medical Reserve Corp., Retired Senior Volunteer Program, C-Corp Citizen Corps Volunteers, etc.); works with various agencies and organizations (e.g., Ohio Emergency Management Agency, Emergency Management Association of Ohio, FEMA, local media, etc.).

 (3) Informs citizens of emergency services, mission and responsibilities; speaks to community groups and makes presentations; works cooperatively with community groups, businesses and industry; responds to citizen concerns and resolves complaints; gives media information and news releases as needed or directed.

 (4) Manages and supervises all assigned employees (e.g., schedules and assigns tasks; interviews job applicants; recommends the hiring of job applicants; ensures employees receive development training; monitors work and ensures work is completed in a timely manner; reviews employee timesheets and requests for leave time; recommends discipline; evaluates performance); supervises volunteers and other personnel in the event of a natural or manmade disaster

 (5) Assigns house numbers when requested from the public; assists other county agencies when needed; assists neighboring counties when needed

Lucas County EMA is hiring a GIS Planner/Operations Officer. Responsibilities include but are not limited to development and maintenance of emergency and disaster planning, grants management, facilitation of the Emergency Operations Center, develops and maintains Emergency Services’ GIS databases, gather geographic data. Produce accurate and legible decision-making maps, databases, dashboards and other spatial analysis. Responsibilities may also include assisting in updating, monitoring, and maintaining the 9-1-1 emergency telephone related system files.
